Organisational Development Support Officer

Monday to Friday 8.30 – 16.00

HU4 Area of Hull

13.05 – 13.75 per hour

To support the Organisational Development Team in providing an effective and comprehensive organisational development service to managers and staff of the Fire and Rescue service.

KEY ACTIVITY AREAS/MAIN DUTIES

• Provides first line advice, support and guidance to staff and managers on Organisational Development initiatives and interventions, referring more complex matters and enquiries to OD Advisors or OD Managers.
• Providing basic project support via files, coordinating meetings, monitoring updates, actions, risks, issue logs etc.
• Monitors and provides qualitative and quantitative reports to support Organisational Development functions.
• Works alongside line managers and colleagues in OD and HR to support recruitment processes, positive action and attraction activities and National Firefighter Selection Tests. Responds to enquiries received by employees, managers and other interested parties during the recruitment process. Attends and takes part in interview panels for more junior roles in the organisation, as required.
• Provides administrative support for Organisational Development activities which include but are not limited to; the annual Performance Development Review (PDR) cycle, IFE examinations, apprenticeship delivery and Learning and Development activities.
• Undertake regular audits of PDR recording systems during the annual PDR cycle in order to ensure accurate completion rates are communicated and areas of non-compliance are investigated, and the appropriate support is provided in line with Service Guidance.
• Coordinates the Equality Analysis (EA)/People Impact Assessment (PIA) recording process and all associated documentation to ensure paperwork is up to date and reviewed within agreed timeframes to demonstrate compliance with the Public Sector Equality Duty (PSED).
• Carry out basic research around organisational development topics, sourcing relevant material, liaising with other fire and rescue services and sector related bodies, etc.
• Book internal and external meeting and training venues, attendee invites, and associated requirements (refreshments/ resources/ administration).
• Initial Point of contact for the O.D. team in relation to attendees of management or development training.
• Provide initial information, advice and guidance – signposting where required.
• The ability to effectively communicate both written and verbally, internally and externally to the organisation.
• APTOS inputting, tracking of invoices and problem solving queries.
• Carry out the maintenance and administration of Organisational Development pages on SharePoint and other systems.
• Support the maintenance and administration of Learning & Development (L&D) platforms/ processes.
• Contribute to the development of L&D materials and delivery and provide support for workforce development programmes.
• Establish and maintain working relationships internally with staff and managers and externally with training providers.
• Assist in preparing for promoting and attending career events, taster days and positive action initiatives in order to attract a diverse range of potential applicants for all types of roles throughout the Service, including; the distribution and coordination of promotional/campaign materials.
• Maintains confidentiality in accordance with General Data Protection Regulation (GDPR)
• Assists in the development of systems and processes to ensure compliance with new legislation, Service policy, guidance and best practice.

Experience

• Experience of providing administrative and project support to managers including the use of standard office equipment.
• Experience of providing excellent customer service.
• Experience of using a computerised database with the ability to amend and extract information.
• Experience of working in an administration environment; particularly as the first point of contact for a team/department.

Education

• Literate and numerate to GCSE standard, minimal requirements for Maths and English. Grade C or equivalent.
• Hold a Level 3 Certificate in HR Practice or willing to work towards this qualification.
• Associate Member of the Chartered Institute of Personnel and Development (CIPD) or willing to become a student member of the CIPD if working towards the qualification.
• Evidence of relevant and continuing CPD training.
• Microsoft Word and Excel packages or equivalent.
• Awareness of organisational development roles and functions
• Interest in people development and learning

Skills

• Good communication skills both written and oral.
• Standard keyboard skills particularly in Microsoft Word and Excel.
• Good organisational skills with the ability to multi-task and time manage within tight deadlines.
• Effective planning and prioritisation.
• Analytical skills in assessing and interpreting data.
• Empathy, discretion, tact, diplomacy and confidentiality.
• Good interpersonal skills to create and maintain effective and productive working relationships; ability to manage occasional challenging/difficult conversations with staff and managers, knowing when to escalate for advice, guidance or support.
• Ability to work alone without direct supervision, but be aware of role, responsibilities and boundaries, knowing when to raise/escalate matters to senior staff in the team.
